The Center for Digital Government, an international research and advisory institute on information technology (IT) in government and education, has granted its 2003 "Best of the Web" awards for state, city and county government portal categories, with the entries judged on their innovation, Web-based delivery of public services, efficiency, economy and functionality for improved citizen access. Cathilea Robinett, the CDG's executive director, says "Utah, Washington, D.C., and Montgomery County have highly functional Web sites. All three winners take advantage of online government and are setting the bar for the rest of the nation. Capturing first place in the Best of the Web contest reflects their true commitment to the citizens and businesses of their respective jurisdictions." The top winners in the various categories are: State Portal: Utah, Maine, Indiana, Washington, and Arkansas; City Portal: Washington DC, Virginia Beach, Boston, Phoenix, and Dallas; County Portal: Montgomery (MD), Santa Clara (CA), Fairfax (VA), Marion County/Indianapolis (IN), and King County (WA).
