The U.S. Department of Health and Human Services wants to revise existing rules that govern how universities investigate and handle cases of research misconduct. Published Friday in the Federal Register, the revision would define misconduct "as involving fabrication, falsification, or plagiarism of research findings." It would also clarify procedures concerning whistle-blowers, set standards of proof, impose time restrictions and establish an appeal process. [(News tip from Pete Weiss) from TVC Alert 4-20-04]
